Director Digital Governance

Since 2020, Kyriakos Mamoukaris has served as Director of the Digital Governance Unit at EKKOMED, leading the organization’s digital strategy and technological initiatives aimed at modernizing services and ensuring operational continuity. He oversees the strategic planning, development, and security of all EKKOMED’s information systems and technological infrastructures (both cloud and on-premises).

He has extensive experience in ICT project management, digital innovation, and process optimization, specializing in digital transformation with a focus on artificial intelligence and cloud computing.

He is a certified professional in information security (Lead & Internal Auditor of ISO 27001:2013 and Data Protection Officer – DPO Executive), cloud system implementation (Microsoft Certified Professional in Azure and AI), and digital transformation project management (PRINCE2 Foundation & Practitioner). He also represents EKKOMED in the Public Sector Innovation Network.

His work has been recognized with the Gold Award at the DEI BITE Awards 2023 for Operational Effectiveness through Microsoft Cloud technologies, and as a Microsoft Success Story for establishing a pioneering Digital Operating Model at EKKOMED. He has also been honored by the Ministry of the Interior for applying innovative practices within the public sector.

He has held senior roles in both the public and private sectors, including Head of Compliance for Licensed Providers at the Hellenic Gaming Commission (HGC), overseeing IT audits and regulatory compliance; Project Manager at MOD S.A., managing major co-funded projects under the NSRF; and Research Associate at the National Center for Scientific Research “Demokritos”, contributing to European projects in e-learning, e-health, and information systems. As an IT consultant, he has authored numerous studies, business plans, and digital re-engineering (BPR) projects for both public and private organizations.

He holds a Master’s in Information Systems (MIS), a Master of Business Administration (MBA), and a Bachelor’s degree in Mathematics with specialization in Informatics, Computational Mathematics, and Statistics & Operations Research. He is the author of five books on the digital transformation of SMEs and has numerous publications in international scientific conferences and journals.

His work is driven by a commitment to bridging digital innovation with culture and public administration, promoting digital maturity and sustainable transformation across sectors.
